WILL WE HAVE CYBERWAR OR CYBER PEACE?

Abstract: 

Richard A. Clarke, former White House counter-terrorism and cyber security chief, poses two possible options for the state of cybersecurity as well as international conflicts within the both the cyber and linetic domain, with a focus on the use of A.I. as a means of both an offensive and defensive weapon. Proposes the theory that the only way for a state to defend itself from an attack driven by A.I. is to use another A.I. because humans can’t adapt and act quick enough. Identifies humans lack of trust in A.I. as a primary reason for why a system like this is not being developed. Clarke also claims that it is possible that there will be a “cyber war”, involving actions in the cyber domain to cripple a state's infrastructure, including telecommunications, financial systems, and power grids. Makes references to Trump’s choice to respond with cyber as opposed to kinetic retaliation after a drone was shot down by Iran, and discusses fears by members in the cybersecurity community that Russia and China already have the potential to damage/disable the United States electric grid.
