This article examines the role of cyberattacks and security in North Korea's foreign policy and domestic agenda, as well as the U.S.’ and China’s opposing reactions to these cyber operations. North Korea’s cyberattacks have become increasingly sophisticated and pervasive since 2014, and Pyongyang has referred to its cyber operations as an “all-purpose sword” that helps the country gain revenue and project power on the world stage. The many recent and high-profile cyberattacks attributed to North Korea, such as the 2014 hack on Sony Pictures and the 2016 theft of $81 million from the Bangladesh central bank, suggest that North Korea’s cyber expertise and boldness are growing. The article also discusses the domestic implications of North Korea's cyber activities, noting that the government has invested heavily in developing cyber capabilities to bolster domestic legitimacy. Young also notes that the Chinese Communist Party (CCP) also enables these operations by hosting North Korean cyberattack teams in border cities or training students at Chinese institutions. The international community must then address this threat through coordinated responses (including both diplomatic and economic measures) as well as increased transparency around the CCP’s role in North Korean cyberattacks.
