In the Middle East, War Is Going Digital

Abstract:

As cyber warfare in the Middle East has generally increased, Saudi Arabia and Iran have both defined themselves as leading actors and rivals. Both have used action in the cybersphere to further perpetrate violence against the other, although in different manners. While Saudi Arabia has focused on buying technologies from other nations such as the United States, Iran's cyberoffensive program is largely homegrown. Concurrently, Saudi Arabia has set up national institutions to organize its internet and cybersecurity infrastructure and utilized social media bots to improve its image. Given Iran's status as a pariah on the world stage, the country has instead committed itself to developing a separate national internet, with help from China. By bringing the cybersphere into high politics, the tensions reflected on the international stage between Saudi Arabia and Iran are now also reflected in the cybersphere.
