Layered Cyber Deterrence: A Strategy for Securing Connectivity in the 21st Century

Abstract: 

The Cyberspace Solarium Commission has developed a new approach to protecting Americans in cyberspace: layered cyber deterrence. The strategy seeks to unite the public and private sectors to make it much more costly for adversaries to attack through cyberspace. In the first layer, America will use its allies and partners to promote responsible cyber behavior and isolate cyber attackers. In the second layer, the public and private sector will unite and collaborate to secure their cyberspace so that it is much more difficult for actors to attack, and thus their benefits are reduced greatly. In the third layer, the U.S. takes a defend forward approach to impose costs on cyber attackers. The goal of layered cyber deterrence is to make it so that cyber attacks do not completely and utterly undermine American life and economy. America is seeking to reduce the severity of the effects of attacks on its citizens’ way of life. We cannot reduce the number or size of attacks, but we can reduce their effects. It should also be noted that the motive of cyber deterrence is defense, rather than offense. We are trying to protect our society, our economy, and our institutions. We want to maintain our connections, protections, and power, rather than launch massive attacks in cyberspace.
