HIDE AND SEEK Tracking NSO Group’s Pegasus Spyware to Operations in 45 Countries

Abstract:

The Israeli-based company NSO has produced and sold Pegasus, a mobile phone spyware capability that has led to major concerns regarding privacy and human rights violations. Pegasus is installed on a mobile device when the user interacts with an exploit link, allowing the operator of the software to gain access to private data on the mobile device and enabling the remote use of the phone’s camera and microphone. Pegasus spyware has seen widespread use, as suspected infections span at least 45 different countries. While this program can aid in criminal and national security investigations, at least six countries have abused this technology to control civil society. Individuals such as UAE- based human rights advocate Ahmend Mansoor have been targeted in order to limit free speech and political dissent. Access to Pegasus spyware has therefore enabled authoritarian rule and raises concern regarding the use of technology in targeting civil society.
