Analyst Nick Beecroft lays out competing claims about the impact of foreign intervention in the cyber element of the Russia-Ukraine conflict. Major cyberattacks by Russia were expected but not observed, and experts are divided on why. Early in the conflict, Ukraine requested assistance in cyber defense from potential allies. Governments, but more critically, commercial entities such as Google responded, and Ukrainian cybersecurity officials cited the international assistance as vital. However, the lack of cyber conflict could also be due to inherent limitations of cyber-offense or flawed initial expectations. This is further complicated by the impossibility of observing the extent of Russian cyber attacks.
