Cybersecurity’s Pearl Harbor Moment: Lessons Learned from the Colonial Pipeline Ransomware Attack

Abstract: 

The Colonial Pipeline Ransomware Attack highlights the growing need to secure major utility systems. There are conflicting models on how to approach this issue of cybersecurity from a government perspective. For context, the U.S Department of Homeland Security orients towards strong cyber defense while the Department of Defense tends towards a resilience based response system. The disagreement on response methods by aligned government groups is a unique problem in how governments are tackling cybersecurity and thus requires a more coordinate, robust response policy. The United States has the infrastructure for strong cybersecurity, but there are still basic more human-oriented security policies that the U.S government needs to adopt on a system-wide scale. This includes protecting critical infrastructure and investing more into recovery policies after cyberattacks do occur. Moreover, suspicious activity needs to be dealt with before attacks happen rather than after the fact.
