Biden to private sector: Cybersecurity is your responsibility—not the user’s

Abstract: 

The Biden administration's National Cyber Strategy proposes a new social contract that places the responsibility of protecting the nation's cybersecurity on the private sector, rather than individual users, to counteract the impending avalanche of disruptive technological threats. The strategy encourages the government to use its power to realign incentives and shape markets, creating a new social contract for cyber security. The strategy contains four “pillars” of overall cyber strategy. These four pillars are: defend the homeland, shape the international environment, strengthen partnerships, and invest in a resilient future. The article continues to discuss the implications of the national security strategy and each of the pillars’ relationship to government and the private sector, as well as steps the government is responsible for taking at the federal level to ensure the privacy of citizens.
