As Chinese investments in the African Union's technologies have increased, so too has their influence over African policies. Despite reports of Chinese cyber espionage in the AU's headquarters (which China helped build), both parties have denied the claims. Not only does this cyber espionage indicate Africa's growing importance with regards to Chinese interests, but the African Union's refusal to acknowledge China's role in the espionage showcases growing Chinese influence over African strategic choices. These actions follow decades-long African resistance to Western aid and cybersecurity rules, although the reports of espionage may open up negotiating room for Western allies to make themselves appear more attractive. The publicity may also give African states more power to negotiate better IT agreements.
