AI is rapidly developing on a global scale. There is still a question, however, of how AI will impact human society. Put in this context, there is a theoretical arms race between the U.S and China in emerging AI technologies and how the victor will use it with respect to “public, private, and academic sectors”. The intentions of global powers plays a critical role in the use of AI technologies. Additionally, there are many competing actors besides just state governments: for-profit companies, NGOs, and adversaries all have play a role in the development of AI. At its core, the issue lies with researchers to consider the ethical ramifications of their products and develop with education in mind. The U.S stands at a “critical juncture” where it must stay on the forefront of AI technology in order to minimize the misuse of the technology.
