In a survey done by SolarWinds on public-sector organizations, they found that IT security is setback by budget constraints and the increasing complexity of the technological environment. The complex environment results in not being able to separate users from malicious and trustworthy. The survey also suggests that a large threat to security is related to individuals being untrained or careless, putting the network at risk as long as there is no accountability for them. With a large number of devices the public sector struggles to protect themselves from cyber threats and most do not have an effective strategy.
