The Role of Big Tech in Future Cyber Defence

Abstract:

Big Tech poses a significant threat to nation-states due to its potential for cyber warfare, immense economic power, and dominance over cyberspace. While not necessarily an oligopoly, Big Tech exhibits characteristics of oligopsony in certain markets. The current and potential growth of Big Tech’s power, especially as cloud service providers (CSPs), raises concerns about surveillance capitalism. Furthermore, Big Tech’s ability to relocate complicates policy governance, given its supranational nature. Nation-states bear the responsibility to prevent warfare and should incorporate considerations of Big Tech into future policies, as there are currently no laws governing cyberspace. Dependence on Big Tech CSP services may hinder efforts to limit its power effectively.
