Risking Security: Policies and Paradoxes of Cyberspace Security

Abstract:

This article describes cyberspace security as two risks. The first risk is the risk to the cyberspace, which is a type of security dimension where the risk is targeting the physical infrastructure itself. The second risk is the risk through the cyberspace that does not target the infrastructure, which is a type of security dimension where the risk emerges from cyberspace activities like cybercrime. The second risk is considered more controversial and something that should be more focused on. By laying out the international agreement and collaboration on policies that are related to protecting the physical infrastructure of cyberspace, the authors further question politically contestable issues and the variation of national interests. They urge for a more nuanced approach to cyberspace security that considers both the benefits and risks of various policies while respecting individual rights and national interests.
