Regulating Cyber Warfare Through the United Nations

Abstract:

Cyber Warfare is a conflict that is threating establishments and humanitarian efforts on a global scale. Despite this, it is still very fluid in its definition and constantly changing. Because it is not well defined, Cyber Warfare has very little regulation and is becoming a large scale issue. In order to combat this growing issue, there needs to be international regulation of the cyber weaponry and logistics. There can be local enforcement at the state level and lower, but without an international consensus, regulation of cyber crime will be weak. The United Nations is the premier platform to address this issue due to its global reach and well established institutional infrastructure.
