A reality check and a way forward for the global governance of artificial intelligence

Abstract:

The article discusses the challenges of the current motion towards global AI governance. First noting the incentives for states in globally governing AI, the author establishes the need for global AI governance. The challenges of global governance including the politicization prompted from competitions between states are acknowledged. Additionally, technical and political characteristics of AI as a technology further impose difficulties in international cooperation in governing AI. The article suggests a 5 prong approach to AI global governance: 1) pursuing multiple governance models, 2) focusing on a narrow targeted area of governance, 3) clearly defining the coveted outcomes, following with the consideration of the proper institution, 4) consider governance grouping at the regional level, and 5) promote AI governance by upholding national champions.
