The paper talks about the relationship of offense defense theory in the cyberspace. The offense defense theory states that aggressions are more likely to happen when the cost of defense is higher than the cost of offense. The paper predicts that because the number of cyberattacks will increase in the coming years. It gives three reasons that makes offense less costly than defense. First is the inherent vulnerabilities in all the codes which cannot be avoided. Second is the different speeds of offense/defence development with offence developing at a faster pace. Third is the problem of attribution where it it hard or takes a lot of time to track the perpetrator.
