This is a National Security Memorandum on Improving Cybersecurity for Critical Infrastructure Control Systems. The general concern is how there are growing cybersecurity threats that have potential to cause significant harm to the nation’s infrastructure and therefore pose as a national and economic security concern for the United States government. The memorandum advocates for an Industrial Control Systems Cybersecurity initiative that would create a path for government and industry to collaborate on actions within their respective circles of control to collectively address cybersecurity threats on critical infrastructures. This generally goes into one of the main discussions the class had about how cybersecurity problems should be addressed both by industry and the government and how at least the United States today is acting on it. According to the memorandum, this initiative proposes that the Secretary of Homeland Security should issue preliminary goals for control systems across all infrastructures to serve as guidance to both operators and owners.
