National Cyber Power Index 2022
An interdisciplinary group of Harvard scholars tackled the risk of conflict in cyberspace. This report suggests a broader definition of and a holistic approach to cyber power, implying that its impacts are more broad reaching than immediate national security concerns. This report indicates that the top 10 most comprehensive cyber powers are the US, China, Russia, UK, Australia, Netherlands, ROK (South Korea), Vietnam, France, and Iran. Compared to the 2020 ranking, the U.S. and China maintained their positions as the world’s top two cyber powers. Russia outpaced the UK, and Australia rose to 5th from 10th in 2020. Instead of Japan, which ranked 9th in 2020, South Korea (7th) and Vietnam (8th) emerged as an new new cyber powers. These rankings show that nations keep trying to expand their capabilities in cyberspace, and this landscape is still changing, leaving room for new powers.
