Measuring Military Cyber Power

Abstract:

In order to effectively create cybersecurity systems, knowing metrics about the space and the attacks proves useful so as to better inform the direction of any actions. With the rapid evolution of the cyber domain, assessing the military’s capacity to respond to potential malicious events remains difficult since the set of challenges is everchanging. In terms of cyber warfare, the paper discusses the likelihood and factors that go into equating cyber attacks to kinetic attacks. This then translate into what sort of response/escalation the state may resort to. Finding ways to integrate the sense of threat in the cyber domain into tangible strategies regarding cyber defense and power remains difficult. Overall, the chapter notes that purely quantitative approaches will no suffice when it comes to informing necessary steps to enhance military cyber capabilities and cyber power.
