The problem of regulating state-level operations in cyber space is a current issue legislator face. As is discussed in the article, international cyber law does a poor job of providing guidance a best practice principles for cyber security at the state level. International law suffers from a myriad of issues in the cyber space due to ill-defined jurisdiction and cyber borders as well as a lack of effective “legal instruments” to regulate cyber law. To have effective cyber practices at the state level new legislation tactics need to be implemented.
