Guiding Principles on Government Use of Surveillance Technologies

Abstract:

The Guiding Principles on Government Use of Surveillance Technologies offer voluntary guidelines to assist governments in the responsible deployment of surveillance technology. In our interconnected world, where digital tools play a central role in governance, security, and law enforcement, it is essential to strike a balance between technological progress and safeguarding individual rights.

The 10 principles are: (1) legal protections and compliance. (2) nondiscrimination (3) oversight and accountability (4) Transparency (5) limitations on data scope and collection (6) secure data handling (7) respecting human rights and privacy (8) integrity and testing (9) training and awareness

In summary, these principles recognize the benefits of surveillance technologies while emphasizing responsible and rights-respecting use. They provide a roadmap for governments to navigate the complex landscape of digital surveillance in a manner consistent with democratic values and international norms.
