Abstract:

The paper explores the ethical dimensions of cybersecurity, focusing on the protection of digital systems and sensitive data from unauthorized access, breaches, and malicious activities. It addresses key ethical considerations, including ethical hacking, vulnerability disclosure, and the responsible use of cybersecurity technologies, while examining their impact on privacy, human rights, and societal implications. Through real-world case studies and ethical dilemmas, the study aims to enhance understanding of the complex ethical landscape in cybersecurity and provide insights for developing ethical frameworks and guidelines for professionals in the field. Additionally, the article analyzes the role of international law in addressing privacy challenges arising from the cross-border collection, processing, and transfer of personal data. It evaluates the effectiveness of global legal frameworks, such as the General Data Protection Regulation (GDPR), in safeguarding privacy rights and standardizing privacy protections across jurisdictions. The research also investigates the legal mechanisms governing data protection, international agreements, and cross-border data transfer, contributing to discussions on strengthening privacy frameworks in the face of technological advancements. Furthermore, the study assesses the opportunities and challenges of international cooperation in privacy protection, information sharing, and the establishment of universal privacy standards.
