The United State’s government branch of security is called the Cybersecurity & Infrastructure Security Agency, or CISA for short. On this page they define key cyber terms such as cyber warfare in terms of national governments, cyber terrorists, industrial spies and organized crime groups, hacktivists, hackers. They also list threats and their descriptions. All of this is helpful to understand where the public standpoint of the United States Government deems as cyber threats, and so what they may classify as “within” their domain.
