Currently much of the U.S. management of cyber space is done by the military. This leads to the U.S. disregarding international law in many cases and implementing “Cold War deterrence” strategies that intimate opposing actors in cyber space and force the U.S. to be prepared to follow up on threats. Instead O’Connell suggests that moving away from a militaristic approach to cyber management and abiding better to international law as is done in the political and economic sectors, will create a safer cyber environment overall for users.
