In May, 2023, the United States discovered that a Chinese actor had been attempting to attack an infrastructure in Guam, which would have hurt the U.S. The author explains how in the past, most cyber attacks against the U.S. have been for the point of espionage and information, but this may change. The author predicts that in the future, attacks will be aimed to harm the people of the U.S., not just gain information. The author suggests that the U.S. should anticipate this and begin preparations for defending against these attacks. The author recommends that “policymakers should consider adopting a greater standard for critical infrastructure that requires adherence to secure development and design principles” (Heitzenrater). Therefore, with a raised level of defense, an attack would be much more difficult.
