China’s Artificial Intelligence Ethics: Policy Development in an Emergent Community of Practice

Abstract:

The article reviews China’s approach to AI ethics and related policy development. The authors discuss the Chinese communities of practice (CoP) which connects government officials, academic scholars, and private sector stakeholders to inform China’s approach to ethical AI policy. Providing an overview of the three stages of development in Chinese AI ethics, the authors highlight the role of CoP in shaping China’s AI governance. The paper analyzes the power asymmetry in this process as the Chinese government has significant influence in the selection of the CoP members. While recognizing the advancement of Chinese AI CoP, the authors ultimately underscore the need for consideration of public criticisms and change in the elite-driven structure.
