This academic article, published in 2018 by Michael Horowitz describes the potential impacts of AI on global dynamics and the balance of power. In addition, the article discusses international cooperation and competition. Despite being somewhat of an outdated source on the subject, I believe it still offers lots of valuable information for those looking to understand AI and its implications within international politics. Particularly, Horowitz emphasizes one point in particular – the impact of a new piece of technology is “generally determined by how people and organizations use the technology rather than by the technology itself.” This take-away is particularly important for how we begin to look at the proliferation of generative AI.
