A Global Regime for Cybersecurity and the Obstacles to Future Progress

Abstract:

This article examines why global agreement on cybersecurity remains out of reach. The authors argue that differing national interests, power rivalries, and conflicting views on cyber governance prevent the formation of a unified international framework. As a result, cybersecurity regulation is fragmented, and states prioritize their own strategic advantages over collective security.
