The study explores the viability of cybersecurity in international law. There have been proposals for laws regarding the internet in the United Nation, but many were not widely accepted, and thus not put into practice. The study theorizes that a reason for the lack of consensus is that non-state actors have a larger influence in cyberspace, and have been setting the norms instead of states. Another problem is that it is harder to attribute any action to an individual, and so it is harder to hold anyone accountable for their actions. However, the author states that the issues with cyberspace are not entirely without precedence and that it is possible to form a set of rules governing the internet.
