As nations are largely aware of the threat of cyberattack, the vulnerabilities existing among systems and ITs, and the significance of protecting according resources and infrastructures, policy makers have been increasingly attempting to use deterrence strategies to supplement cyber defense. While cyberattacks can come from various forms and countries, however, policies and mechanisms are limited to national levels, and the term “cyber-terrorism” still lacks of an universal definition. By examining the significance of developing international cooperation on cyber defense and deterrence against cyber terrorism, the paper furthers the current contents and definitions of cyber-terrorism and delves into the reasons of terrorists being increasingly interested in using cyberattacks, as well as former cases of cyber-terrorism. Collaboratively, members of the international community should establish global legal measures and cooperation against cyber-terrorism to sustain international stability and prosperity. Such frameworks should urge nations to develop their ability to prevent, detect, defend against and recover from attacks to enhance and coordinate national cyberdefense capabilities. Meanwhile, the paper prompts critical steps that are to be taken globally for countering cyber-terrorism.
