On the Governance of Artificial Intelligence through Ethics Guidelines

Abstract:

The author first claims that the difficulty in defining AI itself makes regulation of AI more challenging. They highlight that the challenges in balancing the temporality of rapidly developing technology space and governing it through law, which does not develop as quickly, likely significantly contributes to why current efforts of AI governance rely on ethical guidelines. However, ethical guidelines are poor procedural processes compared to law as it being toothless makes it unclear if it is indeed a second stage or a pushback from companies. Lastly, the author calls for a multidisciplinary research that considers both the mathematical, technological side as well as the humanities, social science side.
